We worked closely with both CCGs, and used the regular system chief officers meetings to discuss our findings and develop the understanding of all the key players in the health system.
Our approach included:
1. Gaining agreement of system-wide financial assumptions.
2. Desktop analysis of the plans and evidence from the eight organisations, validated through focussed interviews with key stakeholders.
3. Presenting common themes, interdependencies, contradictions and deliverability of the eight plans.
As a result of our work the system chiefs collectively recognised and agreed the scale of the challenge, and agreed to work together to develop a sustainable solution. We also gave individual feedback to each organisation’s plan owner to enable them to improve the content and deliverability of their plans.
